Anita Bonds’ Subcontractors Transparency Bill Hearing Scheduled for Tuesday

This Tuesday, April 3, the Committee of the Whole will hold a hearing on the “Criteria for Council Review of Contracts Subcontractor Requirement Amendment Act of 2013,” (B20-0477) introduced by Councilmember Anita Bonds (D – At Large).

The proposed legislation bill requires contracts submitted to include summary information regarding the subcontractor contract, subcontractor contract amount, subcontract unit and method of compensation, subcontract term, awardees past history and relationship with the District.

Currently, contractors do not disclose who they utilize to complete a project. This bill would provide greater transparency from major contractors by requiring them to identify the businesses they subcontract with, ensuring that the subcontractor business practices remain consistent to D.C. Code. The bill would also protect subcontractors for resolution of issues that may occur such as timely payments.
